Parking in Lot # 7
In an effort to assist our commuting residents as they transition back to the office and in the spirit of adding flexibility to the way the Township’s commuter parking currently operates, the Township has designated Lot #7 (Millburn Train Lot) as commuter parking only.This change will provide an added convenience that we believe people are looking for at this time.
Parking in Lots #3 and 9
In an effort to assist our commuting residents as they transition back to the office and in the spirit of adding flexibility to the way the Township’s commuter parking currently operates, there is one pay station in Lot #3 (Short Hills Train Lot), that will allow our residents to pay and park for the day in designated spaces. Parking at these pay stations will be available to Millburn/Short Hills residents with a valid resident sticker at a fee of $10 per day.
All parking spots in Lot #9, except for those designated as Millburn Library parking spaces, are flat-fee all day parking with a resident permit.
We will continue to evaluate parking demands in our commuter lots and will determine whether providing this type of flexibility may become the new model for our station lots.

Pay-By-Plate Parking
There are MPay2Park Pay Stations on Chatham Road, Taylor Road, Millburn Ave and in Lots #1, 2, 4, 5 and 9. The pay stations are pay-by-plate and accommodate hourly parking ($.25 per 30 min) and all day parking ($10). Be sure to park in properly designated spots for hourly or all day parking. Your receipt from the pay station does not need to be displayed.
Parking may also be paid for on smart phones by downloading the mPay2Park mobile app in the App Store and GooglePlay. Your parking zone will automatically populate per your GPS location.
With this parking system, spot numbers are not necessary; only license plate numbers need to be entered when paying for parking. Time limits still apply to all parking!
Essex St. Parking Deck
The first level contains 103 spots for shopper parking only and must be paid for at the pay station.
The second level is designated for 24-hour permit and business permit parking.
The third level contains 133 commuter permit parking spaces. (After 9 am, business permit holders may park in this section)
*In the case of heavy rain and potential flooding, residents who reside in low-lying, flood prone areas are allowed to park on the second and third levels of the parking deck to protect their vehicles.

Parking Permits
Parking in the Millburn Township Municipal Train and business lots are by permit only. Parking permits are issued through the Tax Office at Town Hall. Business permits are mailed back but 24 hour permits are issued at the counter. Payments may be made by check or cash.
After hours, or when Town Hall is closed, residents applying for permits may leave the completed application along with all required documentation in the drop box outside of Town Hall. The sticker will then be mailed out to the applicant.
Online Payment for Business and Commuter Parking Permits
2023 Commuter and Business parking permits must be applied for online at Online Parking Permit Applications and will be available on December 5. Permits will NOT be mailed out and MUST be picked up. There will be certain Saturday dates for your convenience for pickups only. These dates will be noticed once established. In person applications must be paid with a check or US Postal money order.

Business permits available to business owners and employees. Please present the following documents to the Tax Office or through our virtual application:
- Check made payable to “Millburn Township”
- New employees - notarized letter on company letterhead verifying employment
- Pay stub submitted within 30 days from date of application
- Pay stub with personal information redacted
- Vehicle registration and insurance card
- Completed application signed by owner / manager and employee
Business Transferable Permit
Business transferable permits (or hang tag permits) may attach up to 5 vehicles. Permit application must be completed for each of the 5 vehicles with documentation or a supplemental form must be completed. There may be a new application and hang tag fee required if tag is lost or stolen. Please present the following documents to the Tax Office:

24 Hour Permits
Permits are issued to apartments dwellers if not provided a space by landlord. Please present the following documents to the Tax Office:

Resident Shopper Permit Parking
Resident Shopper Permit Parking Application
The Township of Millburn now offers a Shopper Parking Permit. Purchase of this permit will eliminate the need for use of paystations, meters or the MPay2Park app. Time limits will be strictly enforced.
In order to obtain a resident shopper parking permit, please submit the following to the Tax Office:
- A completed application.
- A copy of the vehicle registration and insurance card.
- A copy of your most recent utility bill.
Please note, business owners or employees are not eligible unless they can also prove residency in the Township. Business district residents are not eligible for this permit.
Free Resident Sticker
Free Resident Sticker Applications (PDF)
The Township of Millburn issues a free Resident sticker to residents wishing to dispose of items at the Public Works Yard or who wish to use the 12-hour spaces located in the Millburn Library Lot (Lot 9). The 12-hour space is $10 per day and paid at the pay station located in the lot. To avoid standing in line at the pay station, consider downloading and using the mPay2Park app on phone.
The resident sticker must be on your car to park at the 12-hour spaces. Additionally, there are seven 12-hour spaces along Chatham Road in Short Hills. A pay station is available for payment by plate number.
Permits are issued at the Tax Office. Please present the following items:
- Complete application
- Present vehicle registration and insurance card
Overnight Parking
As per the Township Ordinance there is no overnight parking on any street or in any lot from 2:00 a.m. to 6:00 a.m. The only exception would be for the 24-hour permit holders who may only park in Lots 2, 14, 16 and 19 in designated 24-hour permit holder spots. This permit is issued to Township residents in Millburn or Short Hills who rent apartments and are not provided a parking space. This permit is never issued to residents for the convenience of parking overnight on occasion.
Residents with commuter permits who cannot make it back to town on occasion are required to call the police desk (973) 564-7001 and request special permission to leave the car in the lot.
- Residents without a permit who park in the train lots on a weekend and are “stranded” in the city are required to do the same.
- Residents who are having work done such as paving a driveway are required to go to the Traffic Department at the Police Station and request permission to park on their street for that time frame.
- Residents who are having an overnight guest for up to three nights should call the desk (973) 564-7001 and request permission to park on their street for that time frame.
- Any residents who have long term visitors are required to go to the Traffic Department at the police station and log the visitor information.
Transfer of Permits

The original permit shall be returned to complete the transfer process. Failure to turn in the original sticker will result in a noncompliance charge. The parking permits are connected to your license plate number. If you sell or trade your vehicle or if you get a new license plate number, you must do the following:
- Return the original permit
- Complete and sign a transfer application
- Provide a copy of your new registration/insurance card
- Submit the transfer fee of $5 (cash or check)
The new permit will then be issued on the spot.
Vehicle Replacement Information
For further instructions on parking permits or to report a replacement vehicle, please call (973) 564-7768 prior to 8:00 a.m. each morning that the replacement vehicle will be parked and provide the following information:
- Name of permit holder
- Date requesting permission
- Lot number where the vehicle will be parked
- Valid permit number
- License plate of the replacement vehicle
