Mayor’s Message 5/1

Good afternoon Millburn Township Residents—This is Mayor, Jackie Benjamin Lieberberg and today is Friday, May 1st.

There are currently 124 confirmed residents with COVID-19 in Millburn Township.  There are no additional fatalities to report in Millburn.  Essex County is reporting 13,561 residents having tested positive for COVID-19.

Today we have numerous important announcements and information for our residents; 

  • Tomorrow, weather permitting, the Township’s Par 3 golf course will be opened with many new guidelines and safety precautions implemented for our users.  Attached to the transcript of this message will be a flyer and additional information about the opening.  This information can also be found on our website.  It is important to note that NO cash will be accepted at the course.  Payments will be made with Visa or MasterCard only.
  • With County and State Parks being opened tomorrow at sunrise, this is a reminder that face coverings are required in all County parks and are their jurisdiction. The Township will continue its current approach that masks are recommended anywhere that social distancing cannot be adequately achieved.  This includes a strong recommendation that face coverings be utilized if local parks are crowded due to the nice weather.  This is not a requirement, but remember we are looking out for each other as a community.  We all must evaluate our own comfort level in these situations and act accordingly.  Social distancing is required and any gatherings will be dispersed.  All parks will be monitored by the Millburn PD and Township staff.
  • A quick clarification regarding the use of face coverings in essential stores for both our residents and store owners under Executive Order 122.  First, essential businesses that are permitted to be open under the order should have signage posted requiring the use of face coverings upon entering.  Businesses should ask anyone entering their store without a mask to first put one on; if they are unable to do so, then they should be asked to wait outside for curbside service, if possible.  The responsibility has been placed on businesses to comply with EO 122 and the Police Department will enforce any continued refusal of someone to leave a store after being denied service.
  • As of today, Friday, May 1st, 2nd quarter property taxes are due by the end of the grace period, previously extended by the Township Committee, which is May 11th because May 10th falls on a Sunday.  It is important to note that the grace period for taxes does not eliminate delinquency for that period.  If payment is made after May 11th, then interest is calculated back to the due date of May 1st.  We understand that these are difficult times for everyone in a lot of ways, including financial, and the Township Committee will continue to evaluate those options that were made available to municipalities and how it impacts the ability of the Township, Essex County and Millburn Schools to operate.
  • Essex County will continue testing at Weequahic Park next week, Monday, Wednesday and Friday.  They have a capacity of up to 600 test each of the days testing is open.  Please visit https://www.essexcovid.org/ to schedule a test.

Par 3 Golf Opens May 2, 2020

May and warm weather is finally here and Golfing is opening up in NJ and in Millburn!! The Millburn Recreation Department’s #1 priority is to provide a safe and enjoyable golf experience for our members and Golf Course Staff.  There are new guidelines and restrictions in place for everyone’s protection and to limit the spread of COVID-19.

There are currently 126 confirmed residents with COVID 19 in Millburn Township. Essex County is reporting 14,732 residents countywide.

Today, Governor Murphy announced today that all public schools will remain closed for in-person instruction for the remainder of the year.  We must give some special recognition to our Board of Education, Millburn school staff and teachers for their hard work and dedication to continuing our community’s education through the toughest of circumstances.  Most of all, our appreciation to the parents and students for taking it all in stride.  We know it is difficult at times and recognize the great work by all of those involved in our education system.  We commend your efforts at this challenging time.

A reminder to businesses that there should be no outdoor seating for eating or congregating outside of stores.  Businesses should be open for curbside pickup, take out or delivery only.  Outdoor seating requires a sidewalk café license and the Township is not issuing any licenses at this time.

Our Millburn Short Hills First Aid Squad continues to purchase needed PPE Equipment to service our community.  ALL donations—both large and small are utilized to keep their crews safe –Your contributions are very much appreciated and are tax deductible.  Please visit www.MSHVFAS.org

Good afternoon Millburn Township Residents—This is Mayor, Jackie Benjamin Lieberberg and today is Wednesday, May 6th.

There are currently 125 confirmed residents with COVID-19 in Millburn Township.  62% have recovered.  We are very grateful that there are no additional fatalities to report in Millburn.  Essex County is reporting 15,053 residents having tested positive for COVID-19.  

  • We are pleased to report that municipally owned tennis courts will open tomorrow for members.  All members utilizing the Township’s tennis courts must follow the guidance and rules set forth by the recreation department.  To sign up for a membership and review the Township’s guidelines for court usage, please visit the Township recreation webpage.

  • A reminder to our business community.  We understand that there are several businesses not listed as essential under Executive Order 107, are finding ways to operate.  Please use caution and get guidance prior to operating your business in any fashion.  All non-essential brick and mortar businesses are supposed to remain closed as per Executive Order 107.

Residents - Please do the right thing.  Continue to social distance and be considerate of others.  It is so important that we continue to support each other as a community.  When walking on the streets; social distance 6 feet, remember to walk AGAINST traffic and ride WITH traffic. Please be mindful of your 4 legged friends and dispose of trash properly, that includes used gloves as well.

Good afternoon Millburn Township Residents—This is Mayor, Jackie Benjamin Lieberberg and today is Friday, May 8th.

There are currently 125 confirmed residents with COVID-19 in Millburn Township.  This number includes the approximately 65% of our residents that have recovered. Essex County is reporting 15,350 residents having tested positive for COVID-19.  

  • The “Virtual Millburn Library” is open. Borrow an e-book. Stream a movie or a series through Hoopla or R.B. Digital. Take a course with Universal Class or The Great Courses. Learn a new language with Mango or Rosetta Stone. Attend an online program. Right now all libraries in New Jersey are closed under the governor’s order but the virtual library is open.   • The Millburn Farmer’s Market will begin on Tuesday June 2, 2020 from 1pm – 6pm at the lot across from Fiamma-Liv Breads.   It will be great to have a place for our community to go and purchase fresh and healthy produce.  Of course, safety will be our top priority and new social distancing and contactless protocols will be put in place.  
  • MEND has begun a “curbside kindness program” to gather non perishables for Essex County food pantries. Items can be dropped off at boxes in front of the Book House, Millburn Camera and Paper Ribbon and Wrap.
  • A notice to our residents that the milling and paving of Old Short Hills Road between Parsonage Hill Road and Essex Street will begin on Tuesday, May 12th.  This will result in partial and full closures of Old Short Hills Road throughout the project.  Please visit the Township website for updates or follow the Township on social media.

  • Please be aware that the scammers are out in full force—be very mindful of offers of generosity from “Covid charities” or other solicitations by phone or email.  These are attempts to get your personal data and steal your identity.  Be vigilant, verify and be careful what you click on or what information you give out over the phone.

Just a reminder that our messaging will change going forward.  On Tuesdays, our residents will receive an email message with any updates or important information.  On Fridays, a voice call at 4 PM will go out to our residents with any updates.

Good afternoon Millburn Township Residents, today is Friday, May 15th.

Today is a beautiful day and I hope that you all are enjoying it and staying positive.  Please enjoy the outdoors responsibly by social distancing and by wearing a face covering where required or where adequate social distancing just isn’t feasible. Please do the right thing--

There are currently 132 confirmed residents with COVID-19 in Millburn Township.  This number includes the approximately 66% of our residents that have recovered. Essex County is reporting 16,103 residents having tested positive for COVID-19.  

  • Governor Murphy’s issued Executive Order 142, stating that Non-essential businesses will be permitted to perform curbside pickup operations.  Please refer to the executive order for requirements on providing protection inside your stores.  We encourage stores that have parking lots in close vicinity to their retail business please have customers utilize these areas for pick up.  Any questions or need for guidance can be emailed to covidquestions@millburntwp.org
  • Executive Order 142 also permits non-essential construction to restart.  The Township’s building department has continued to process permit applications, field calls and inspect essential building projects.  We are ready to serve those that are ready to start work again.  Please visit the Township’s website or call (973) 564-7055 for guidance on how the release of permits will work. twp.millburn.nj.us/municipalservices.
  • The Township continues to prepare and evaluate the opening of the Municipal pool.  Although no direct guidance has been given that pools will be permitted to open, the Millburn recreation department is working hard to be ready.  We do know that at this point, the opening weekend will be delayed until after Memorial Day.  If you are interested in signing up for the pool, please do so as it will help in our decision making.  Should the pool not be able to open, refunds will be made.
  • Unfortunately, due to a restriction in gatherings, the Township will be canceling its Memorial Day parade that was scheduled for Saturday May 23rd.
  • Tomorrow, Saturday, May 16th the MSH Lacrosse Club-6th grade boys will be running a “social distance” marathon to raise money for the MSVFAS, and the Police and Fire Dept Benevolent Associations.   • Bennett Murphy, a MHS Junior is helping our small businesses/customers by supplying them with 100% cotton masks with slide in filters that are monogrammed with “Millburn vs COVID”—Bennett has also set up a GOFUNDME page he can be reached at BennettJMurphy@icloud.com  for additional details.

Good afternoon Millburn Township Residents, today is Tuesday May 19th.

Today is a beautiful day and we can all look forward to nice weather for the next few days.  Please enjoy the outdoors responsibly by social distancing and by wearing a face covering where required or where adequate social distancing just isn’t feasible. Please do the right thing.

There are currently 138 confirmed residents with COVID-19 in Millburn Township.  This number includes the approximately 63% of our residents that have recovered. Essex County is reporting 16,747 residents having tested positive for COVID-19.  

  • Executive Order 147 was signed yesterday by Governor Murphy that continues to ease restrictions on certain outdoor activities.  As of Friday, May 22nd at 6am private tennis courts will be permitted to open along with horseback riding and other recreation activities.  https://bit.ly/2XfWXHy
  • Essex County mobile testing is up and running and the locations are listed on the Essex County website. The hours are 4-7 PM and this Thursday 5/21, the mobile unit will be in Roseland, next Tuesday, 5/26, Cedar Grove and next Thursday, 5/28, Codey Arena, West Orange.  Please be sure to sign up in advance on the website. https://www.essexcovid.org/

Although there has not been guidance on outdoor eating, we encourage our restaurants to submit applications for café licenses to the Township for processing.  This will expedite the process once guidance is received for seating outdoors.  You can find the license application https://bit.ly/2zcmfyq.  Please do not submit any payment with your completed application at this time.

We are asking that all residents continue to respect the use of our parks by doing the following;

  • Social distancing.  Please keep 6 feet from those outside of your immediate family.
  • We suggest wearing a face covering where social distancing is not possible
  • Respect the guidelines for use of our tennis courts.  This includes the membership and sign up process established by the Millburn Recreation Department
  • Throw trash away or carry it out if the can might be full.  We are placing additional trash and recycling receptacles, however if they are full, please find one that is not or carry your garbage out of the parks. Please do not leave on the ground nearby.
  • The Township Beautification League and their volunteers have completed their spring planting of the pots around Millburn, and in particular, the Downtown area.  They look AMAZING.  Please take a look at the beauty of their work while ordering curbside from your favorite business or food establishment.  The TBL relies solely on Donations and all members are volunteers.  To learn more about the Township Beautification League please visit www.tblmillburnshorthills.org

Mayor’s Message 5/22

Good afternoon Millburn Township Residents, this is Mayor Jackie Lieberberg and today is Friday, May 22nd.

As we head into Memorial Day weekend, please take a moment to remember those of yesterday and today in our armed services that have sacrificed so much in the service of our Country.   

There are currently 138 confirmed residents with COVID-19 in Millburn Township.  This marks the second day in a row that Millburn has had zero new positive patients reported. Essex County is reporting 16,977 residents having tested positive for COVID-19.  

  • Today the Governor has announced that the outdoor gathering size is increased to 25 people, effective immediately.  Also public and private campgrounds are permitted to open.  Indoor gatherings remain at 10 or less.
  • Essex County mobile testing is up and running and the locations are listed on the Essex County website. Next Tuesday, 5/26, the mobile unit will be in Cedar Grove and next Thursday, 5/28, Codey Arena, in West Orange.  Please be sure to sign up in advance on the website. https://www.essexcovid.org/
  • Because of Covid-19, the Millburn Pool’s opening date of May 23 has been delayed and a new opening weekend date has not yet been determined. The municipal pool will open if permissions are granted and if we can provide a safe and enjoyable pool environment.   We are developing plans and are preparing for a pool opening based on the CDC’s Considerations for Public Pools and the New Jersey Recreation & Park Association’s Covid-19 Aquatic Plans.  Updates will be communicated. http://twp.millburn.nj.us/pool
  • Residents, please take this weekend to support, shop and check in on your local businesses.  Many retailers are now open for curbside pickup and are available online for shopping.  Give them a call or check their website.  One of our businesses is turning 100 this weekend.  Congratulations to Buncher’s Hardware on this incredible milestone.  Let’s take this weekend to show our support to all our merchants by shopping local #MillburnStrong ---Stay local, shop local.
  • Congratulations to our MSH 6th Grade Lacrosse club that raised $7500 last Saturday for our first responders—MSHVFAS, the Police and Fire Departments with their Marathon run—great work on behalf of these young individuals.
  • We are asking that all residents continue to respect the use of our parks by doing the following;

Mayor’s Message 5/26

Good afternoon Millburn Township Residents, today is Tuesday May 26th.

I truly hope that everyone enjoyed their Memorial Day weekend.  We continue to be encouraged by the progress being made, but also realize that our continued vigilance throughout the summer will be of the utmost importance.

There are currently 138 confirmed residents with COVID-19 in Millburn Township.  This number continues to remain steady, so let’s keep up the good work here in Millburn Township. Essex County is reporting 17,279 residents having tested positive for COVID-19.  

  • Today Governor Murphy announced that in person graduation ceremonies can be held as of July 6th with additional guidance expected tomorrow.  This will be a Board of Education decision. 
  • As per Executive Order 144, every registered Republican and Democratic voter will automatically be mailed a vote-by-mail ballot for the July 7th Primary Election. Unaffiliated/Undeclared voters will receive an application to request a vote-by-mail ballot. Once received please be sure to mail back your completed ballot.

The July 7th Primary Election will be a primarily vote-by mail election. Polling places will only be providing provisional ballots and an allowance for ADA voters to vote by audio on a voting machine. Essex County now offers a fully accessible absentee ballot for voters with disabilities; please call 973-387-7314 to request your accessible absentee ballot.   • Thank you to Minoo Gupta Singhal and Surbhi Gupta and the 70+ MSH families that are making and delivering food to our local First Responders.  Kudos to all the young residents in these families that are assisting in this Initiative; to date 1,400+ meals and 1,000 desserts have been delivered and enjoyed. Thank you!
  • Residents - please put your garbage in sealed cans per ordinance, not plastic bags.  We must deter the local wildlife from eating our garbage and littering our neighborhoods.

Good afternoon Millburn Township Residents, today is Friday, May 29th.

There are currently 137 confirmed residents with COVID-19 in Millburn Township.  This number continues to remain steady, so let’s keep up the good work here in Millburn Township. Essex County is reporting 17,561 residents having tested positive for COVID-19.  

  • Today Governor Murphy announced that non-contact outdoor sports can resume on June 22nd, Summer camps, including municipal summer camps can begin on July 6th and child-care centers can reopen on June 15th
  • Residents---the July 7th Primary will be a Vote by Mail (VBM) election with limited polling locations in each municipality.

These polling locations will only be for handicapped voters and those voters who need to vote provisionally—not the public.

The VBM ballots will start to be mailed out to all registered Democrats and Republicans on or about June 11.

Unaffiliated Voters will be sent a revised vote by mail application. This application will allow voters to declare party affiliation. Once the application is received by the Clerk’s office, a ballot of the voter’s choice will be mailed to them. If a voter does not receive a ballot in the mail, they can request a 2nd ballot at essexclerk.com. The completed ballots can be returned by US Postal Service OR a Secure drop box — as of this writing, the closest drop box will be Codey Arena in West Orange. Stay tuned for more details.

  • The Township of Millburn will be issuing an emergency directive to allow Millburn fitness studios to operate in designated areas on public property and parks.  With the increase in allowable outdoor gatherings to 25 and a desire to provide an opportunity to those fitness businesses with a physical presence in Millburn Township the directive will outline rules and procedures for the use of these spaces.  In particular, a permit from our recreation department will be required. More information will be posted to the Township website on Monday and emailed directly to fitness businesses for whom the Township has contact information.
  • I am pleased to report another local initiative by MHS Juniors Sara Silverman and Michelle Zhang who are providing snacks to local hospital workers.  Donations can be made via VENMO @snackstogiveback. Sara can also be reached at SaraSilverman29@gmail.com for any questions.
  • Our Farmers Market will begin on Tuesday, June 2nd at the Lot across from Fiamma. The market hours will be from 1pm until 6pm.  Social distancing guidelines and face coverings will be essential for inside the market.  Please support our local farmers.
  • Residents— Friendly reminder that the Millburn Film Festival will take place tonight at 7 30 PM
  • All the Filmmakers are Millburn High School students and you are cordially invited to attend—Virtually!

     It will sure to be a spectacular evening!
  • A reminder to residents that our parks are busier than ever and we all need to be respectful of others using the park.  By ordinance there are no dogs allowed in any municipal park.  We continue to suggest that masks be worn in the park and in areas where social distancing is not feasible.  Face coverings are not mandated outdoors, but recommended in crowded areas.
